FSSAI is the Food Safety and Standards Authority of India. A governing body, built under the Food Safety and Standards Act, 2006. Both, Ministry of Health & Family Welfare and Government of India act as the managers and the consultants for the FSSAI Food License. The aim is to assure that the food products that are being given to the consumers are wholesome and fit for human consumption. For Registering the FSSAI Licence one requires documents for Food License depend on what kind of registration you require like – Simple Registration Form A or Food License Form B. Whether you need Form A or Form B now depends on your yearly turnover. For small FBO only registration with Food, authority is required.
Whether you are to apply for an FSSAI License or an FSSAI Registration only, depends on a few factors. The key factors taken into consideration are annual turnover, installed capacity, area of operations, whether restricted to a specific state, branches, etc. The kinds are:

Different types of Food License


A Food Business Operator (FBO) is needed to get the food license upon passing a particular turnover. The type of food license to be taken depends on the scale of the business and the type of business activity the food business operator is involved in. Only after submitting the documents required for FSSAI license, the application would be viewed by the government authority. There are 3 types of FSSAI License:
(1) FSSAI Basic Registration:
Small businesses or startups which have an annual turnover under Rs. 12 Lakhs are expected to do the FSSAI basic registration. Small food manufacturers and people in the food business can get their license from the state government by submitting the needed documents.

(2) FSSAI State License:
The FSSAI State License has to be taken by mid-sized companies that have an annual turnover within Rs. 12 Lakhs to Rs. 20 Crores. Small and medium business entities like food producers, transporters, marketers, retailers, and food processing units need to get a food license from the State Government.

(3) FSSAI Central License:
Large businesses that have a yearly turnover high than Rs. 20 Crores are needed to take the FSSAI Central License. Large businesses require to get the FSSAI Central License in case such businesses are required to provide food products at government offices or have to import/export food products. Large scale food units and business operators like export-oriented units, large manufacturers, importers, and food agencies who provide food in railways, airports or seaports, must get their food license from the central government.

Those businesses that are included in handling the food/food products are required to obtain the FSSAI Registration/License after perfectly producing the FSSAI documents of relevance. The FSSAI license documents are needed to be checked and correct information must be given which would help the food business to be eligible after the food quality and premise inspection are done.

Details about the forms :

Form A: In FSSAI is a basic FSSAI registration that a small FBO must fill out if it has an annual turnover of less than 12 lakh.
Form B: For a State FSSAI license, form B is if the food unit’s turnover is less than Rs.20 crore and if the operation is only limited to the State. The Central FSSIA license form B is when the unit’s turnover that is more than Rs.20 crore.
Note: Form C is all needed but when there is a procedure of the FSSAI renewal process.

Basic FSSAI Registration Form A is needed to be filed when the small FBO has an annual turnover of less than 12 lakhs State FSSAI License form B is needed to be filed when the food unit’s turnover is less than 20 crores and whose area of operation is limited to the state only. It is given by the Government of state. Central FSSAI License form B is needed to be filed when the food unit’s turnover is more than 20 crores. It is given by the Central Government of India.

FSSAI Basic Registration

  • Form A or Form B (Form A for Basic FSSAI Registration & Form B for State and Central FSSAI Registration) – complete and signed

  • PAN Card of the FBO Owner/Proprietor/Partner/Director
  • Proof of Possession of the Premises (Property Papers – if the property is owned, Utility bills (Electricity or water) or Rent Agreement – if the property is on rent

  • Certificate of Incorporation or Articles of Association (AOA) in case of a company
  • The complete list of food items the unit will be processing
  • The complete FSMS (Food Safety Management System) plan (applicable for FSSAI State or Central Food License only)

    • List of Machinery and their registration number along with working capacity, and power usage
    • ID and address proof circulated by Government of India for Authorised Signatory
    • List of food categories planned to manufacture.
    • Copy & certificate received under Coop – 1861/Multi State Coop Act – 2002 in case of Cooperatives
    • Declaration and Undertaking by FBO
  • Legal Documents
    • Form-B Duly completed and attested by the Proprietor or Partner or the Authorized member.
    • Authority letter with name and address of the responsible person nominated by the manufacturer along with the alternative responsible person
    • FSSAI Self-Declaration for Proprietorships
    • NOC & Copy of License from manufacturer
    • Food Safety Management System Plan or certificate
    • NOC from Municipality or local body
    • Form IX: Nomination of Persons by a Company along with the Board Resolution

What is Form A?
