The Food Safety and Standards Authority of India (FSSAI) has been established under the Food Safety and Standards, 2006 which consolidates various acts & orders that have hitherto handled food-related issues in the various Ministries and Departments. FSSAI has been created for laying down the science-based standards for the articles of food and in order to regulate their manufacture, storage, distribution, sale, and import in order to ensure the availability of safe and wholesome food for human consumption.

The Act also aims to establish a single reference point for all the matters relating to food safety and the standards, by moving from multi-level, multi-departmental control to a single line of command. To this effect, the Act also helps to establish an independent statutory Authority – the Food Safety and Standards Authority of India with its head office in Delhi. The Food Safety and Standards Authority of India (FSSAI) and the State Food Safety Authorities are also required to enforce various provisions for the Act.

The license is mandatory in order to start any business in India and also to maintain the legality of your doings. Having an FSSAI license number is a matter of privilege which means that the food authority of India has granted making of certain products and thus, in turn, it gains the confidence of the customers. It is an identity card of your company/organization. FSSAI license is valid for a minimum period of one year and for a maximum of up to five years. Failing in order to obtain the license will bring legal consequences and it would further deter in the growth of the business.

There is a process an FBO ( Food Business Operator )must follow :
– Basic FSSAI Registration,
– State Food License,
– Central Food License.

Different types of FSSAI Food License

There are 3 types pf FSSAI Food License which an FBO needs to issue. The type of food license to be taken depends on the scale of the business and the type of business activity the food business operator is involved in.
(1) FSSAI Basic Registration:
Small businesses or startups which have a yearly turnover under Rs. 12 Lakhs are expected to apply for the FSSAI basic registration. Small food manufacturers and people in the food business can get their license from the state government by submitting the needed documents.

(2) FSSAI State License:
The FSSAI State License is usually applied by the mid-sized companies that have an annual turnover within Rs. 12 Lakhs to Rs. 20 Crores. Small and medium business entities like food producers, transporters, marketers, retailers, and food processing units require to issue a food license from the State Government.

(3) FSSAI Central License:
Large businesses have a yearly turnover of more than Rs. 20 Crores should apply for the FSSAI Central License. Big businesses need to get the FSSAI Central License in case such businesses are required to give food products at government offices or have to import/export food products. Large scale food units and business operators like export-oriented units, large manufacturers, importers, and food agencies who give food in railways, airports or seaports, must get their food license from the central government.

  2. Photo Identity of FBO
  3. Proof of possession of premises (eg. Rental Agreement )
  4. Partnership Deed / Certificate of Incorporation / Articles of Association etc

  9. Partnership deed/ affidavit of proprietorship
  10. NOC and copy of License from the manufacturer
  11. Copy of certificate obtained under the Coop Act 1861/Multi state Coop Act 2002
  12. Food safety management system plan or certificate

  9. Recall plan wherever applicable
  10. Ministry of Commerce Certificate for 100% EOU

Documents for Manufacturing and Processing Units

• List with full names of Equipment and Machinery along with their number, installed capacity and horsepower applied.
• Food category complete category that is desired to be manufactured.
• Analysis Report of water to be used in food from recognized officials or laboratory
• Layout Plan / Blueprint Plan of the processing unit showing the dimensions in meters/square meters and operation-wise area allocation.
• A letter of Authority from an authorized person nominated by the manufacturer with name and address, along with alternative authorized person indicating the powers vested with them via assisting the officers in inspections, a collection of samples, packing and dispatch.

FSSAI Registration Form A

Basic FSSAI Registration Form A is needed to be filed when the small FBO has an annual turnover is up to Rs.12 lakhs

State FSSAI License Form B

 For a State FSSAI license, form B is if the food unit’s turnover is less than Rs.20 crore and if the operation is only limited to the State. The Central FSSAI license form B is when the unit’s turnover that is more than Rs.20 crore.

Central FSSAI License Form B

Central FSSAI License form B is needed to be filed when the food unit’s turnover is more than 20 crores. It is given by the Central Government of India.

Note: Form C is all needed but when there is a procedure of the FSSAI renewal process.
