Technical Difference Between FSSAI Registration and FSSAI License

FSSAI Registration and FSSAI License is compulsory for any FBO dealing in storage, transportation, manufacturing, etc services. In India, Food Safety and Standards Regulations 2011 governs the registration or licensing of the food business. The need of FSSAI Registration and FSSAI License depends upon the size and the nature of your business.

FSSAI Registration

FSSAI Registration is a need for those FBOs which are running a petty food business. The small food business operator here is an entity.

Eligibility  for the FSSAI Registration

  • manufacturing or selling any eatery product by self or through any other petty retailer; or
  • a small hawker, itinerant dealer or temporary stall owner; or
  • an individual distributing food in any religious or social gathering except a caterer; or
  • Other food businesses, for example- a small scale or cottage industries relating small food businesses with the annual turnover of less than Rs. 12 Lakhs and whose:
  1. the capacity of food production (other than dairy products, poultry products) does not exceed 100 kg/ltr. Per day or;
  2. attainment, handling, and collection of milk is up to 500 Litre for a day or;
  3. butchery capacity per day is less than or equal to 2 large animals or 10 small animals or 50 poultry birds.

Procedure for obtaining FSSAI Registration:

  • submission of an application to food and Safety Department (form A).
  • The department can submit the application for registration on complete satisfaction or otherwise can reject.
  • The Department will intimate the status of the application within 7 days from the date of submission of the application.
  • The Department shall intimate the decision in writing.
  • The registration certificate by the Department after accepting the application shall have the registration number and the photo of the applicant.
  • At the time of starting the business, the FBO should display the certificate of registration at the location of the business.

FSSAI License

It has Two types of FSSAI License

  1. State FSSAI License
  2. Central FSSAI License

FSSAI License is taken by the FBO not operating petty businesses i.e, the medium and major FBOs. An FBO needs to obtain the state or the central license according to the size of their business.

A large business of manufacturing, processing, transporting and international trade of food products require Central FSSAI License. Whereas the medium size manufacturer, processors or transporters require FSSAI State License.

Eligibility For FSSAI License:

(a.) FSSAI State License

1.All food processing units including re-labelers and re-packersMore than100kg/ltr per day to 2 MT per day.
2.Dairy units including milk chilling units equipped to handle or process501 liters per day to 50,000 liters per day of milk or more than 2.5 MT of milk solids per annum.
3.Vegetable oil processing units and units producing vegetable oil by the process of solvent extraction and refineries including oil expeller unitUp-to 2 MT and Turnover above 12 lakhs per annum.
4.Slaughtering units
  • Large animals more than 2 and up to 50
  • Small animals more than 10 and up to 50
  • Poultry birds more than 50 and up to 1000
5.Meat processing units5001m meat per day or 150 MT per annum.
6.WholesalerTurnover more than 30 Crore.
7.RetailerTurnover more than 20 Crore.

(b.) FSSAI Central License

Procedure to Obtain FSSAI License:

  • To obtain the FSSAI License the FBO shall submit an application to the Department (Form B).
  • The application should have annexure having self-declaration, affidavit, and Annexure as applicable.
  • This license is granted for a period of 1 to 5 years as per the request of the time limit by the food business operator.
